The World Court has ordered Azerbaijan to allow ethnic Armenians who fled Nagorno-Karabakh in September to return and ensure the safety of those who remain. Azerbaijan retook the contested region in a military offensive, causing the mass exodus of ethnic Armenians. The court ruled that Azerbaijan must enable the safe return of those who wish to go back and protect the rights of ethnic Armenians still living in the enclave. Azerbaijan has been ordered to report on its compliance with the order.
